Abstract  

An organization’s ability to effectively serve its customers hinges on the availability of current,

accurate, and relevant information. The National Information Exchange Model (NIEM) is a

community-driven, standards-based approach to exchanging information. Diverse communities

can collectively leverage NIEM to increase efficiencies and improve decision-making.

NIEM is a common vocabulary that enables efficient information exchange across diverse public

and private organizations. NIEM can save time and money by providing consistent, reusable

data definitions and reusable processes. NIEM is available to everyone, including both public

and private organizations.

NIEM includes a data model, governance, training, tools, technical support services, and an

active community to assist users in adopting a standards-based approach to exchanging data.

This session will provide you with a NIEM overview and some practical applications.





Biography


Katherine Escobar is the Deputy Division Chief for the Joint Staff’s J6 Data and Services Division. In this position, Katherine’s responsibilities include enterprise information technology, enterprise knowledge management, IT policy and standards, including information assurance, cyber security, and distributed networks that include Joint, interagency, and NATO organizations and capabilities. She is responsible for the oversight of the three branches of the National Information Exchange Model (NIEM) Management Office’s business, technical, and strategic communications, as well as the public-facing NIEM Business Architecture and Technical Architecture Committees.

Katherine has 20+ year experience in large-scale Government information systems development and within both the private and public sector, as a program integration specialist for enterprise-wide interoperability for the Navy, Marine, and Joint Staff programs. She has represented the Joint Staff on numerous high-level working groups and steering committees. She served as the US Head of Delegation for the NATO Modeling and Simulation Working Group to develop a multi-national Modeling and Simulation as a Service solution under the NATO Science and Technology Office. 

Ms. Escobar also served as an adjunct professor for Old Dominion University, ECPI and University of Phoenix. She developed, delivered, and implemented over 10 technical courses, including XML content courses, with multiple sites, including remote and classroom delivery requirements including a university accredited knowledge / project / process management course of instruction.

Michael “Mike” Phillips has a long, 3-decade history of thought leadership addressing data integration, quality and exchanges. Mike has extensive experience working with state, local, tribal, federal and international governments and agencies, as well as corporate clients, to improve data quality. 

He was the project manager for one of the largest state level adoptions of the National Information exchange Model (NIEM) to implement data exchanges between over 200 law enforcement agencies to insure the sharing of warrant information, suspicious activities, arrests and incidents in answer to the 9/11 attack.  

Mike is active in several Health and Human Services modernization projects across the country and is working to establish date exchange guidelines to improve and protect the quality of life for our citizens.  

Mike is also a NIEM evangelist internationally, encouraging the adoption of NIEM for data sharing across country boarders and within their infrastructures.  Mike is the founder of the Data Administration Management Association (DAMA) Chicago Chapter and was on the founding Board of DAMA International.  

Mike has been honored by the national association of Historically Black Colleges and Universities (HBCUs) and past president, William Jefferson Clinton, for his work to close the digital divide.  He received a Significant Act award from the Department of Defense for his work to improve data integration and sharing.

Paul Wormeli consults for government and the commercial sector in the application of information technology to public service.. He has introduced innovative programs in public policy as well as innovations in the use of technology.  He has managed the development of software products resulting in system implementation for dozens of agencies throughout the world, and has managed national programs in support of advanced information sharing.  


Mr. Wormeli was appointed by the President and confirmed by the U.S. Senate as Deputy Administrator of the Law Enforcement Assistance Administration (LEAA) in the U.S. Department of Justice.  He led the development of a common protocol for interconnecting diverse proprietary protocols to enable the nationwide sharing of criminal history information. He created and was the first full-time Executive Director of the IJIS Institute, a non-profit dedicated to engaging industry in helping government agencies improve information sharing using advanced technology. 


In 2009, Mr. Wormeli was appointed to serve on the Committee on Law and Justice (CLAJ) of the National Academy of Sciences.  In 2011, Mr. Wormeli was named by Government Technology magazine as one of the Top 25 Doers, Dreamers & Drivers in Public Sector Innovation in the U.S.  


Mr. Wormeli holds a Bachelor of Science degree in Electronics Engineering from the University of New Mexico, and a Master of Engineering Administration degree from the George Washington University.  He undertook courses in the honors program for industry as a part of the doctoral program in Engineering Economic Systems at Stanford University.  He received a certificate in Cross-Boundary Transformation from the John F. Kennedy School of Government Executive Education program at Harvard University.   Mr. Wormeli is an adjunct professor in the College of Professional Studies at the George Washington University.
